Bicycle Rims & Wheels for a 47cm frame?

I recently just received a used bike with a 47cm frame with:

Rims: Weinmann CN-520, 36H, Stainless Spokes
Tires: 700 X 28c

I know the frame is perfect for me because I've ridden 47cm bicycle before, but what can I do to make my ride more comfortable? What type of rims, tires & wheels are best for riding. I am 4"8.
