car rims and bicycle rims?

i need help here, i have and hard time to find some company or someone who can design and make me custom car rims and bicycle rims, what i need is that i design my old rims and need someone to build them or make them so i can sell them where do i go from here and what company does in ad cad design with rules and safty, plus i need an business plan how to get started from a-b , design, make, sale, website and rules/safty, please help out this is for car rims and bicycle rims and motor bikes too. thanks!
