I have a bicycle that currently has 700 38c tires on it. Can I put 700 23c tires on the same rims?

I don't really know what the numbers mean, but I need new tires. I like the looks of a size 700 23c tires i found on eBay but I don't know if they will fit my rims, that currently have size 700 38c tires. Can someone tell me what the difference will be between these two tires sizes and will they fit my rims? Thanks!!
