i have this bmx bicycle. the rims are alluminium. so, i read on the net. it says i gotta sand paper it first. so i did, with a rough type. and it turned out not shiny. so after tht. i sprayed a few layers or black laquer spray paint. it looks good. but it starts chipping of the moment i put it on the ground. well, i havent put on the clear coat yet. but if i do, will the paint stick really firmly? will it still chip off? i need really good advice and helps. thank you in advance!

Aluminium need to be primed with an etch primer before painting, so you will probably have to remove all the lacquer off and start again.
Add to the first answer, mask the braking surfaces if you use rim brakes.
Rule of thumb: Just don’t paint moving parts in the first place.
If you have cleat brakes this paint will not stay on the part of the rims that contacts the brakes no matter what you do if you are planning on riding it. Other then that you do need to use aluminum primer. One solution I have seen is to sand that portion of the rim back to aluminum and leave the inside painted. If done right it looks pretty good.
At this point you will have to go back to the sandpaper and eliminate all the lacquer. After you use the coarse grit, use the fine.
Make sure you degrease the surface, even touching it with your fingers will put oil on it.
Use primer.
You may have to sand between coats with a very fine grit sandpaper.
You can’t have paint in the area where the pads contact the rim. If they are already painted you can put some sandpaper on the pads and spin the wheel while using the brakes until there is a clean stripe all around. Don’t leave the braking area too coarse or the pads will really catch and you may go flying.
