Whats the best way to remove heavy rust build-up from bicycle rims?

I'VE USED TURTLE WAX RUST REMOVER BUT ISN'T VERY EFFECTIVE IN SOME AREAS.

try a 3M Scotch Brite pad or a brillo pad…if that don’t work try rubbing them against the inside of a metal trash can

Heavy rust means the bike was kept outside and not taken care of. The rust maybe only the start of your problems. If the rust is too heavy it will have already damaged the rim beyond repair.
possibly a brillo pad but that has that soap in it and its hard to get rid of. Just plain steel wool. I take your rims are either really old or you live near the ocean coast and salt water is corrosing them. We get that call alot at the shop. If you are to replace these wheels get alloy or aluminum rims, aluminum is much less likely to suffer severe corrosion and definitely does not rust but rather just get surface build up. If you are riding a cruiser you could even try nylon spoked mags.
