It depends on what you mean by custom rims. I assume you mean wheels? Custom rims – I’ve never hear of them.
You can order just about anything on-line. Shops will have a smaller selection. Since you don’t even know were to place an order, I wonder what your purpose is. After all there are 1000s of wheels available – so why custom? Also, you didn’t say what kind of wheel or for what type of bike.

I haven’t heard of anyone that customizes rims. Sun makes a lot of rims, some oem models and “customizations” that way for private labeling….but there’s no way you could get in on that type of thing. First of all, most manufacturers won’t sell to an individual, let alone speak to you directly. Secondly, they deal in manufacturing lots of large numbers of product….otherwise it wouldn’t be economically feasible to do special product runs.
What you could do, though, is buy the product you like and have it anodized or powdercoated by an aftermarket shop. I suppose you could even have them etched or engraved, but once you see the cost of doing something like this you’ll probably ditch the idea.

When it comes to a complete bike, next to the frame wheels are most important. So many people do not even understand wheels. They just know there supposed to be round and on the ground. But wheels have weight, rotational weight, rim strength, spoke strength, spoke placement, and on and on. And all of these things are very specific to different riders and there discipline. So the decision to get custom wheels is a good one. But the downside is they will cost you.
