Why do my bicycle rims have “shiny” spots on them?

on the rims of my 26 inch mountain bike, there are some spots where it became really shiny. i think its because of the hard braking during downhills when i reach speeds of 45mph. Does this affect my bikes braking pefromance? btw its a full suspension mountain bike if that helps.

US $.99

The braking shiny spots would happen if the rim has got a buckle in it might no notice it unless you have a closer look at it. 45mph downhill thats flying and lot of heat generated to slow speed down.
